An ongoing legal challenge to Measure H, a rent control law passed by Pasadena voters in November, has been scheduled for a late March court date. Measure H, which was passed by a margin of nearly 4,000 votes, is the city’s first-ever rent control law and includes an independent rental board, restrictions on annual rent increases, and requirements for just cause evictions and relocation assistance.

The law applies to tens of thousands of units in the city. However, landlords and their advocates opposed the measure, claiming it would create excessive government bureaucracy without effectively reducing housing costs. In December, the California Apartment Association and several Pasadena landlords filed a lawsuit against the measure, stating it is invalid for several reasons, including that it constitutes a revision of the city charter and violates California’s Costa-Hawkins Rental Housing Act. The plaintiffs are seeking an injunction to prevent the law’s implementation
